The civil rights movement of the 60s was nothing more than massive civil disobedience which resulted in massive changes in the law. Ahnuld actually said "it's not time yet." He's Obama with a German accent.<br /><br />The Federal EPA has supremacy (don't ask my opinion of that), but California's EPA is even worse, so it would require bold action by the governor.
