No Joke, there was an advertizing campaign designed to get people to vacation in Florida that ended the commercial with
"Florida, the rules are different here..."
It was supposed to mean that you could come here relax whatever but I beleive Miami Vice was beg just a few years before and some groups decided it meant
Florida, its OK to do drugs here and there was this big protest campaign and the governor at the time I don;t remember who decided to end the campaign. It was a big joke at the time.
